On January 28, I spoke with KARE11 in Minneapolis about the security incident directed at U.S. Representative Ilhan Omar during her public press conference the previous day. While only a brief portion of the interview aired, we discussed several important lessons this incident should highlight for public officials – regardless of political affiliation – as well as for staff, event organizers, and the public.
The current environment should come as no surprise to many Minnesotans. The growing vitriol across the political spectrum has increased risks not only to elected officials, but also to their staff, employees, media, and anyone attending public events. The incident involving Rep. Omar is another reminder that threats can escalate quickly and that even seemingly minor acts can carry unknown and potentially serious consequences.
Below are several key points we discussed that this incident helps illustrate:
1. Behavioral Threat Assessment & Protective Intelligence
High-profile individuals who attract significant or controversial public attention should have an ongoing behavioral threat assessment management (BTAM) and protective intelligence program. Centralized reporting allows concerning behaviors to be identified, assessed, and, when appropriate – acted on before they escalate.
In this case, media reports indicated that the suspect’s family was aware of his hostility toward Rep. Omar. If a reliable reporting pathway had been available and known to them, this information could have been assessed and communicated to staff ahead of the event, increasing awareness and allowing closer observation or mitigation opportunities.
2. Staff Training
In the absence of a well-funded and supported full-time security detail, political staff and event personnel should be trained in basic advance planning and protective protocols. Even simple measures, such as; establishing a larger buffer zone, using soft barriers, or controlling access around the dais can delay an aggressor’s approach and provide crucial seconds for staff or security to intervene.
3. Registration and Name Checks
For higher risk appearances, a basic registration process helps identify attendees and can be cross-referenced with known individuals who have previously made threats or demonstrated unusual interest. While not a substitute for security, it contributes to an important layer of awareness.
4. Screening Procedures
Given today’s elevated climate, screening of attendees for weapons or hazardous materials should be considered for events involving controversial or high-profile political figures. Responsible screening can deter potential attackers and reduce the likelihood of harmful items entering the venue.
5. Protectee Cooperation
The safety of the protectee – and everyone around them – depends in part on their willingness to participate in their own security plan. Cooperation with staff and security professionals ensures protective measures can be implemented consistently and effectively.
6. Public Safety and Hazard Response
In this incident, an unknown liquid was sprayed onto Rep. Omar using a syringe type device. Audience members reported a strong odor. At the moment of impact, no one could confirm whether the substance was toxic, harmful, or lethal.
In such cases, emergency protocols should include:
- immediate containment of potentially exposed individuals
- consideration of temporary evacuation or holding areas
- coordination with hazardous materials experts
- potential decontamination procedures until toxicity can be ruled out
If this substance had been dangerous, attendees could have unknowingly carried it home or into the broader community. Fortunately, we later learned it was only apple cider vinegar.
7. Closer Positioning of Security
When additional security layers are not available, event organizers should ensure that law enforcement or security personnel are positioned closer to the protectee and that the audience clearly understands not to approach the stage area. Proximity matters when seconds count.
We are living in increasingly volatile times. Public safety requires collaboration across federal, state, and local levels, and cooperation between leaders, staff, law enforcement, and the public. Political violence is not confined to one ideology or affiliation, and the consequences often extend well beyond the intended target. We are all responsible for our safety and security – working collaboratively across all domains ensures a safer culture for everyone.
Events like this serve as a reminder that preparedness, training, and awareness are essential not only for protecting high-profile individuals, but also for safeguarding the broader community.
